We guide companies through the complete approval process — from product classification and documentation to testing, factory audits, certification and EAC labelling.
Our approach is practical and transparent: clear requirements, fewer delays and a straightforward route to getting products approved and ready for the market.
01Competitive Advantages
Maintaining valid EAC approvals can give a company several competitive advantages. Many exporters use EAC certification as an important part of their market-access strategy for the Eurasian Economic Union.
Customers in the Eurasian Economic Union often prefer suppliers that already hold the required EAC approvals because this can save time, reduce uncertainty and avoid additional certification work. When commercial terms are otherwise similar, valid EAC approvals can strengthen a supplier’s position.
Below are some of the benefits of maintaining valid EAC approvals for your products.
Benefits of having EAC approval
- With the required EAC approval, products can be supplied to customers and projects across the EAEU member states.
- Certification costs can be identified in advance and incorporated into product pricing and project calculations.
- Valid EAC approvals help you respond to customer enquiries without avoidable certification delays.
- Customers gain greater confidence that regulatory requirements have already been addressed.
- Customers and distributors often prefer to work with suppliers that already hold the required EAC approvals.
- Buying from a supplier with the required EAC approval can save an importer time, administrative work and certification costs.
- Valid EAC approvals can provide greater flexibility and a stronger negotiating position when selecting importers and distributors across different markets.
- Your company can participate in project pre-qualifications and supply opportunities within the Eurasian Economic Union.
- You can participate as a subcontractor in tenders for projects that will be delivered within the Eurasian Economic Union.

The EAC approval process
Finding clear, reliable information about EAC approval and certification can be difficult. Here we explain the EAC approval process in practical terms so that the requirements, documentation and individual steps are easier to understand.
03Background and Rules
The Eurasian Economic Union (EAEU), comprising Russia, Belarus, Kazakhstan, Kyrgyzstan and Armenia, developed from the Customs Union established by Russia, Belarus and Kazakhstan. The Customs Union introduced common external customs rules, trade arrangements and technical requirements for goods, raw materials and equipment. These technical rules form the basis of today’s EAC approval and certification system.
The EAC approval process confirms that a product complies with the applicable technical and safety requirements of the Eurasian Economic Union. Depending on the product and regulation, conformity is documented through an EAC certificate or an EAC declaration. In this guide, “EAC approval” is used as a general term for the required EAC conformity documentation.
EAEU technical regulations differ from the CE conformity framework used in the European Union. A CE mark therefore does not automatically satisfy EAEU requirements; products within the scope of the relevant technical regulations must obtain the required EAC conformity documentation before being placed on the applicable market.
Rules and regulations
The EAEU technical regulations set product-specific safety and conformity requirements. Examples include:
TR CU 008/2011 “On the safety of toys”
TR CU 009/2011 “On the safety of perfume and cosmetics”
TR CU 010/2011 “On the safety of machines and equipment”
TR CU identifies a Technical Regulation of the Customs Union. The number identifies the regulation, while the four digits after the slash indicate the year of adoption.
Products within the scope of a technical regulation must comply with its applicable safety and conformity requirements. A single product may fall under several regulations. For example, machinery may need to comply with both TR CU 004/2011 on low-voltage equipment and TR CU 010/2011 on machinery and equipment.
All regulations can be viewed here.
EAC Labeling
EAC stands for Eurasian Conformity. The EAC mark indicates that a product has completed the applicable EAEU conformity-assessment procedure. Products may only carry the EAC mark when the required EAC certificate or EAC declaration has been issued in accordance with the applicable technical regulations.
Who are allowed to issue the certifications / approvals?
EAC conformity procedures must be handled through appropriately accredited certification bodies and laboratories where the applicable regulation requires them. Using non-accredited providers can result in invalid documentation, customs problems, product holds or other regulatory consequences. It is therefore important to verify accreditation and ensure that the required testing, audits and documentation are completed correctly.
04EAC Approvals
Approval documentation
The applicable TR CU/EAEU technical regulations determine which conformity documentation is required to demonstrate that a product complies with the relevant requirements. Depending on the product, this will normally be documented by one of the following:
EAC Certificate - Customs Union Certificate
An EAC certificate can only be issued by an appropriately accredited certification body. The certificate is a confirmation from the certification company that the product complies with the applicable legislation. An EAC certificate confirms that the item complies with the rules laid down in the technical regulations to which the item belongs. It can be issued for any number of pieces, a single consignment or for continuous series production. Validity depends on the product but can be for up to 5 years.
For many products, laboratory testing and a factory audit are required before an EAC certificate can be issued. Read more under Step 3.
Below is an EAC certificate. The certificate is issued on special paper with serial numbers.
EAC Declaration - Customs Union Declaration
An EAC declaration must be registered in accordance with the applicable conformity-assessment procedure. Here it is the applicant/manufacturer who confirms that the product complies with the applicable rules - it is NOT the certification company that confirms it. For serial production validity can be up to 5 years and for single product or single shipment there is no expiration date.
Laboratory tests and factory audits are normally NOT required for products requiring EAC declaration.
Below is an example of an EAC declaration.
Difference between EAC declaration and EAC certificate.
Both have the same legal significance, but there are some slight differences;
- EAC Declaration, here it is the company to which the EAC Declaration is issued that is responsible for confirming the accuracy of the information contained in the declaration itself.
- EAC certificate: an accredited certification body confirms that the product complies with the applicable regulations.
- An EAC declaration follows a prescribed format and is normally printed on standard A4 paper.
- An EAC certificate is issued as an official certificate with an identifying registration or serial number.
- The requirements for obtaining an EAC certificate are generally more extensive than those for an EAC declaration.
All products that have been approved in the Eurasian Economic Union are automatically registered in a common public database of all approved products.
Exemption from approval
For some products, no approval is required. For such products, a so-called “refusal letter” is usually issued which is a document confirming that the product is exempt from approval. The document is used as proof of the exemption to customers, control- and customs authorities.
Country Specific Approvals
As in the EU, there may be some special country-specific rules within the Eurasian Economic Union. An item may have to be approved under both the Customs Union regulations as well as local country-specific regulations. Below are some of the country-specific regulations that apply.
05Procedure
How to obtain EAC approval (EAC certificate or EAC declaration)
Step 1
Classify the product and identify the applicable technical regulations.
Determine whether the product requires an EAC certificate, an EAC declaration, country-specific approval or an exemption from approval.
Read more here.
Step 2
Step 2 applies mainly to machinery, technical equipment and similar products. For products such as clothing, footwear and furniture, Step 2 may not be required, allowing the process to move directly from Step 1 to Step 3.
Prepare the required technical documentation, such as the technical passport, operating manual and safety manual, in the required language and format.
Step 3
Check whether the product complies with the applicable technical regulations.
Where required by the applicable regulation, laboratory tests and factory audits are performed.
Step 4
Issue the EAC certificate or register the EAC declaration.
Register the approval in the applicable public conformity database.
Step 5
When a company receives the EAC certificate / EAC declaration the products are approved for sales to Russia, Belarus, Kazakhstan, Kyrgyzstan and Armenia.
After approval, the product may be labelled with the EAC mark in accordance with the applicable rules.
06Step 1 Classification
Classification
Product classification determines which technical regulations apply and, therefore, which conformity-assessment procedure, documentation, testing and approvals are required.
Accurate classification requires detailed product information. The applicable requirements depend not only on the product itself but also on its intended use, technical characteristics and operating environment.
To start the classification, we need as much of the following information as possible:
- HS code(s).
- Description of the product.
- What is the product intended to be used for?
- Where will it be used? For example, in the food industry, oil & gas, wind energy or electrical installations.
- Links to catalogues or webpages describing the product.
- Has your customer already specified requirements regarding which regulations and standards must be met?
- Technical data sheets, manuals and other relevant documentation.
Trade Regulations
Technical Regulations of the Eurasian Economic Union (TR CU / TR EAEU)
The applicable technical regulation depends on the product, its intended use and its technical characteristics. A product may be subject to more than one technical regulation.

07Step 2 Russian Language Documentation
Step 2 only applies to machines, technical equipment and the like. For other items such as clothing, shoes, furniture, etc., STEP 2 is not required.
For a number of regulations, including TR CU 010/2011 on machinery and equipment and TR CU 032/2013 on pressure equipment, the following documentation is required:
These documents form an integral part of the EAC approval process. Where required, they must be prepared in the prescribed format and language and kept with, or close to, the machinery or equipment during installation and throughout its operating life. A direct translation of the manufacturer’s existing user manual may not be sufficient because the required documents can follow specific statutory templates.
Technical passport
A technical passport is a document intended for the end customer. It contains the most important technical data about the machine or equipment as well as a lot of additional information (see more later).
- The technical passport must follow and be in the immediate vicinity of the machine or equipment throughout its operating life.
- The technical passport is issued by the manufacturer, in Russian, in accordance with current regulations.
- The technical passport must be issued separately for each manufacturer, machine and serial number.
Content of a technical passport
The technical passport is made according to a fixed template and contains a cover page and the following sections:
- Basic information about the product and its technical data
- Completion
- Lifetime and manufacturer’s warranty
- Maintenance
- Notes on packaging
- Instructions for acceptance
- Notes on loan of equipment during use
- Guide to repair
- Instructions for operation and storage (if necessary)

Manual
The manual must be in Russian and must be made from a statutory template. The manual must contain the following information:
- Information on design, operation and description of the machine or equipment / system characteristics
- Instructions for assembly, technical maintenance and repair
- Information on operating the machine, installation and safety precautions
- Information about risk of using the machine or equipment and consequences of unauthorized use.
- Precautions to prevent accidents
- Storage conditions
- Removal instructions.
- Safety instructions during transport
The manual must contain all information about the manufacturer, importer and their addresses. As mentioned earlier, it must be in Russian and can also be in the official language of another member State (Belarusian, Kazakh, Kyrgyz or Armenian).
According to the requirements of TR CU 010/2011, machinery / equipment must be marked with a clearly legible and non - washable plate that uniquely identifies the machine: manufacturer, address and trade name, serial number, model and machine type and date of manufacture.
Safety Manual
The safety manual must follow and be near the machine throughout its operating time. The safety manual is designed to improve employee safety, protect them from accidents and protect against environmental damage.
There are 2 types of safety manuals. One is based on EAC declarations with no laboratory test and factory audit requirements. The second one is based on EAC certificate where both laboratory tests and factory audits are required.
The contents of the safety manual
The safety manual is issued on the basis of technical documentation from the manufacturer. It consists of an introduction and 11 sections.
Section 1 Basic Parameters and Properties of the Machine
Section 2 General safety concept when designing the machine
Section 3 Machine reliability requirements
Section 4 Staff Requirements
Section 5 Risk Assessment
Section 6 Safety requirements during assembly and start-up of the machine
Section 7 Safety requirements for operating the machine
Section 8 Requirements for quality control after installation and assembly of the machine
Section 9 Requirements for environmental management during operation, operation of the machine and removal of the machine
Section 10 Requirements for information gathering and analysis of safety when using the machine, operating and removing the machine.
Section 11 Safety requirements when removing the machine
To prepare a statutory safety manual, the following is required:

- EAC certificates / EAC declarations on all components.
- Detailed drawings with calculations, as well as test results to verify that the machine meets the essential safety requirements
- Installation Plan
- Instructions on repairs, operation and maintenance
- General requirements for staff: their duties, rights and responsibilities
- Safety precautions in case of accident
- Quality management information
- Methods for the removal, storage and handling of any hazardous substances if they are part of the machine or equipment.
08Step 3 Testing and Factory Audit
Laboratory testing of the product and factory audit.
Laboratory tests and factory audits have always been a requirement when issuing an EAC certificate. Unfortunately, in the past, there have been a lot of fake certification companies in Russia and abroad who have issued fake EAC approvals / EAC certificates by illegal means without carrying out the required laboratory tests and factory visits.
In the spring / summer of 2019, the Russian authorities closed a large number of certification companies and canceled thousands of EAC certificates. This also meant that a large number of companies, which had not done their homework properly and had chosen the cheapest solution, suddenly did not have a valid EAC approval and therefore could not fulfill their contracts. In addition, a lot of products that were suddenly illegal in Russia were seized by the authorities.
In the future, the rules are such that all accredited certification companies must have an archive of all the EAC approvals they have made. Each EAC approval must have its own folder and the folder must include, among other things, 1) laboratory test results; 2) receipts and bank statements; There must be proof of airfare and hotel accommodations. If such evidence is not found, the EAC approval will automatically be canceled and the foreign company’s products will be denied access to the Eurasian Economic Union.
The above shows the importance of companies choosing a credible, trustworthy and professional partner when applying for EAC approval.
Laboratory tests
For many products that require an EAC certificate, and for some products requiring an EAC declaration, laboratory testing is necessary to confirm compliance with the applicable technical regulations. The tests must be carried out by a laboratory accredited for the relevant scope.
Please note that a company that is accredited to issue EAC certificates and EAC declarations does NOT automatically have an accreditation to perform laboratory tests as well.
If product testing is required, samples must be sent to an appropriately accredited laboratory. We can assist with the practical process, including preparation of export documentation, customs procedures and delivery of samples to the laboratory.
If there is only one example of the product or it is too large to be moved, then the test is performed at the same time as the statutory factory audit.
Factory Audit
For almost all products requiring an EAC certificate, the accredited certification organization is required to carry out a physical factory audit.
During factory audits, 1-2 engineers are sent to visit the production facilities to see how the product is produced and whether it is done according to current regulations. Below is a link where you can see some of the questions that need to be answered by both the engineers and the manufacturer’s management. Factory Audit Questions.
09Step 4 Issuance and Registration
EAC declaration
Once the Russian documentation in the form of a technical passport, manual, security manual and laboratory tests (if required) has been prepared, an EAC declaration can be issued.
The EAC declaration is the manufacturer’s or declarant’s confirmation that the product complies with the applicable regulations. It follows the prescribed declaration format and is normally issued on standard A4 paper.
EAC certificate
After completing Russian documentation in the form of technical passport, manual and safety manual, simply wait for the results of laboratory tests and factory audit. If both laboratory tests and factory audits go as expected and there are no remarks, an EAC certificate can be issued.
For an EAC certificate, it is the accredited certification body that confirms that the product complies with all applicable regulations. The EAC certificate is issued on specially manufactured document paper with consecutive numbers.
Registration in public database
All products that have received EAC approval either through an EAC certificate or EAC declaration are registered in a common public database accessible to all local authorities within the Eurasian Economic Union. The database is used to check whether products are approved or not.
10Step 5 Approval and Labelling
After issuance of the EAC certificate/EAC declaration, the product is approved for sale in Russia, Belarus, Armenia, Kazakhstan and Kyrgyzstan.
Labeling products with the EAC logo.
The EAC certificate or EAC declaration is your documentation that your product (-s) complies with the rules laid down in the applicable regulations for technical standards and security within the Eurasian Economic Union. This means that your product can be freely imported, installed and sold in all countries of the Eurasian Economic Union.
Once the applicable conformity procedure has been completed, the product may be marked with the EAC mark in accordance with the relevant rules. For many products, the mark must be visible on the product, packaging or accompanying documentation. The EAC mark must follow the prescribed design, size and placement requirements.
Rules for layout of the EAC logo
- Manufacturers and dealers have the right and obligation to affix the EAC symbol each time the product is regulated by TR CU and an EAC approval has been obtained.
- It is forbidden to use the EAC logo if the product does not have an EAC approval.
- The EAC logo must be affixed to the product, its packaging and accompanying documentation eg. user manuals.
- The manufacturer determines the size of the label himself but it must not be less than 5 mm per side. The size should allow all individual parts of the logo to be visible.
- The EAC mark must be used and placed in a way that ensures that it is clear and visible throughout the product life cycle.
- A special EAC logo must be used for the products that are regulated and EAC approved under regulation TR CU 012/2011 “On the safety of equipment for work in explosive environments” also called the ATEX directive.
Frequently asked questions
Answers to common questions about EAC certification, EAC declarations, technical regulations and product approval. If you cannot find the answer you need, please contact us.
01What is the difference between EAC certification and EAC approval?
They are commonly used as equivalent terms. “EAC approval” is a general expression for the conformity documentation required under the applicable EAEU technical regulations.
02Why do I need EAC approval or certification?
It is documentation and proof that your product is manufactured in accordance with the technical and safety regulations applicable in the Eurasian Economic Union. Without EAC approval, your products cannot be sold, imported or installed in the Eurasian Economic Union.
03What happens if our products are not EAC approved?
If a product requires EAC conformity documentation and does not have the necessary approval, it may not be legally imported, placed on the market or put into service in the relevant EAEU market.
Furthermore, you might not qualify as a subcontractor for projects to be delivered to countries within the Eurasian Economic Union, because such projects may require EAC-compliant equipment and components.
04Where can I use my EAC approvals?
In all countries that are members of the Eurasian Economic Union. The member countries are Russia, Belarus, Kazakhstan, Kyrgyzstan and Armenia. In addition to being able to sell directly to these countries, with an EAC approval, you can also be a subcontractor for projects in the EU that will later be delivered to and installed in one of the countries of the Eurasian Economic Union.
05What is the difference between an EAC certificate and an EAC declaration?
Legally, there is no difference and they are both evidence that a product is EAC approved. The difference lies in 1) who confirms that the products comply with the requirements and 2) which conformity-assessment requirements must be met to obtain the EAC approval.
For an EAC declaration, the manufacturer or its authorised representative declares that the products comply with all requirements set out in the applicable regulations.
For an EAC certificate, an accredited certification body confirms that the products comply with the applicable regulations. This is normally based on required laboratory tests and, where applicable, factory audits.
06What does it cost?
There is no single standard price for EAC certification because the requirements vary by product and applicable technical regulation. Costs may depend on whether the product requires an EAC certificate or declaration, laboratory testing, a factory audit or compliance with more than one regulation.
07Can I use my CE certificates from the EU?
No, there is still no agreement on harmonisation of rules and standards between the EU and the Eurasian Economic Union. Therefore, you cannot use your CE certificates.
08Why can’t manufacturers simply self-declare as they may do for some CE-marked products in the EU?
In the EU, the governments trust that companies themselves can manage the responsibility of self-control and ensure that products comply with current requirements. This is not the case in the Eurasian Economic Union where the responsibility for issuing EAC certificates and EAC declarations lies with specially accredited certification companies.
09What are the benefits of having EAC approval for my products?
Yes, having EAC approvals provides a clear competitive advantage. You can read more about it here.
10When are laboratory tests and factory audits required?
Where the applicable conformity procedure requires an EAC certificate, laboratory tests and factory audits may be mandatory. The exact requirements depend on the product and technical regulation; an EAC declaration may follow a different conformity-assessment procedure.
11Why do laboratory tests and factory audits need to be done?
Laboratory tests are performed to confirm that the product complies with all established technical and safety regulations.
A factory audit is carried out to confirm that a product is produced in accordance with the stipulated rules.
12How are factory audits handled if we have factories or subcontractors in several countries?
Factory audits can be coordinated internationally. Where possible, audit planning is organised efficiently to reduce unnecessary travel time and cost for the customer.
13Can customers, importers or distributors use EAC approvals issued to our company?
In some cases, customers, importers or distributors can use copies of a company’s EAC conformity documents, subject to the applicable rules and document requirements. The company holding the approval should confirm the correct procedure before providing copies.
- Make a copy of the relevant EAC certificate or declaration.
- Apply any required company stamp.
- Sign the copy where an original signature is required.
Where permitted, correctly prepared copies can be used by customers, importers and distributors as supporting conformity documentation.
