EAC approvals
The TR CU regulations stipulate what is required as documentation to prove that a product comply with the applicable regulations. One of the following must be presented as proof of approval;
- Certificate of Conformity
- Declaration of Conformity
- Exemption for approval (Refusal letter)
- Country specific approval (-s)
EAC Certificate – Customs Union Certificate
An EAC certificate can ONLY be issued by a company who is accredited by the local authorities. The certificate is a confirmation from the certification company that the product complies with the applicable legislation. An EAC certificate confirms that the item complies with the rules laid down in the technical regulations to which the item belongs. It can be issued for any number of pieces, a single consignment or for continuous series production. Validity depends on the product but can be for up to 5 years.
For most products it is required to do factory audit and laboratory tests in order to get a EAC certificate. Read more under Step 3.
Below is an EAC certificate. The certificate is issued on special paper with serial numbers.
EAC Declaration – Customs Union Declaration
A EAC declaration can ONLY be issued by a company that is accredited by the local authorities. Here it is the applicant/manufacturer who confirms that the product complies with the applicable rules – it is NOT the certification company that confirms it. For serial production validity can be up to 5 years and for single product or single shipment there is no expiration date.
Laboratory tests and factory audits are normally NOT required for products requiring EAC declaration.

Difference between EAC declaration and EAC certificate.
Both have the same legal significance, but there are some slight differences;
- EAC Declaration, here it is the company to which the EAC Declaration is issued that is responsible for confirming the accuracy of the information contained in the declaration itself.
- EAC certificate here it is an accredited certification company that confirms that the product complies with the applicable regulations.
- EAC Declaration is a fixed template that is printed on normal A4 paper.
- EAC certificate is a pre-printed document with consecutive serial no.
- Requirements for receiving a EAC certificate are stricter than for a EAC declaration.
All products that have been approved in the Eurasian Economic Union are automatically registered in a common public database of all approved products.
Exemption from approval
For some products, no approval is required. For such products, a so-called “refusal letter” is usually issued which is a document confirming that the product is exempt from approval. The document is used as proof of the exemption to customers, control- and customs authorities.
Country Specific Approval – Russia
As in the EU, there may be some special country-specific rules within the EurAsian Economic Union. An item may have to be approved under both the Customs Union regulation as well as a local Russian regulation. Below are some of the country-specific regulations that applies for Russia.
