What is the difference between EAC certification and EAC approval?
There is no difference, it is the same.
Why do I need EAC approval/Certification?
It is documentation and proof that your product is manufactured in accordance with the technical and safety regulations applicable in the Eurasian Economic Union. Without EAC approval, your products cannot be sold, imported or installed in the Eurasian Economic Union.
What happens if our products are not EAC approved?
If a product does not have EAC approval, it is not permitted to be sold, imported, or installed it in Russia or any of the other Eurasian Economic Union countries.
Further more, you might not qualify as a subcontractor for projects to be delivered to countries within the Eurasian Economic Union, as these projects must be EAC-approved and in this context the units and components used must also be EAC- approved.
Where can I use my EAC approvals?
In all countries that are members of the Eurasian Economic Union. The member countries are Russia, Belarus, Kazakhstan, Kyrgyzstan and Armenia. In addition to being able to sell directly to these countries, with an EAC approval, you can also be a subcontractor for projects in the EU that will later be delivered to and installed in one of the countries of the Eurasian Economic Union.
What is the difference between an EAC certificate and an EAC declaration?
Legally, there is no difference and they are both evidence that a product is EAC approved. The difference, on the other hand, lies in 1) who confirms that the products comply with the rules 2) which requirements must be met in order to receive the EAC approval.
EAC Declaration; Here the manufacturer/ his agent declares that products comply with all requirements set out in the regulations.
EAC-certificate; Here it is an accredited certification company that confirms that products comply with all regulations. This is normally based on statutory laboratory tests and factory audits.
What does it cost?
It is not possible to provide a standard price for what certification costs for a product. This is because there is a difference between requirements from product to product in order to obtain an EAC approval. There may be differences between EAC certificate, EAC declaration, laboratory test and factory audit. Furthermore, there are some products that fall under more than one regulation and therefore require more than one EAC approval.
Can’t I just use my CE certificates from EU?
No, there is still no agreement on harmonization of rules and standards between the EU and the Eurasian Economic Union. Therefore, you cannot use your CE certificates.
Why can’t you do it yourself like with CE certificates in EU?
In the EU, the governments trust that companies themselves can manage the responsibility of self-control and ensure that products comply with current requirements. This is not the case in the Eurasian Economic Union where the responsibility for issuing EAC certificates and EAC declarations lies with specially accredited certification companies.

When to do laboratory tests and factory audits?
If the EAC approval of a product requires an EAC certificate, laboratory tests and factory audits must be performed according to the rules. Laboratory tests and factory audits are NOT required to issue an EAC statement.
Why do laboratory tests and factory audits need to be done?
Laboratory tests are performed to confirm that the product complies with all established technical and safety regulations.
A factory audit is carried out to confirm that a product is produced in accordance with the stipulated rules.
How to do factory audits if we have factories and subcontractors in several countries?
It’s no problem since we have people on factory audits in a large number of countries every week; China, Thailand, Bangladesh, Indonesia and Taiwan just to name a few. We usually make plans so that more factory audits are done per trip. If there is a factory located in a country that we do not visit as often, we make sure to plan the trip so that it is made in connection with a trip to a country in the immediate vicinity to minimize the cost to our customers.
Can my customers, distributors etc. use the certificates issued to our company?
Yes, it is possible. In order for customers, importers and distributors to use a company’s EAC certificate or EAC declaration, the company thats has it must do the following;
- Make a copy of the EAC certificate/ EAC statement
- Stamp the copy with the company’s stamp
- Sign – with blue ballpoint pen. The reason why it is best to use a blue ballpoint is that in some ex. Soviet countries they only accept signatures made with a blue ballpoint pen!
The copies with original stamp and signature can be used by customers and distributors for import and sale in all member countries of the Eurasian Economic Union.
