Step 2
Preparation of Russian-language documentation; technical passport, manual and safety manual.
Step 2 only applies to machines, technical equipment and the like. For other items such as clothing, shoes, furniture, etc., STEP 2 is not required.
For a number of regulations, including the Machine Regulations TR CU 010/2011 and TR CU 032/2013 on pressurized equipment, following is required for the product;
- Technical passport
- Manual
- Sikkerhedssmanual
They are all an integral part of the entire EAC approval. Without them, the product cannot be approved accoring to the EAC regulations. They should all be made in Russian according to statutory templates. They must follow the product and be stored in the immediate vicinity of the machine / equipment during installation and throughout the life of the product. Its is NOT enought just to translate the producers usermanual to Russian as the documents have to be made according to predefined templates.
Technical passport (Technical passport)
A technical passport is a document intended for the end customer. It contains the most important technical data about the machine / equipment as well as a lot of additional information (see more later).
- The technical passport must follow and be in the immediate vicinity of the machine / equipment throughout its operating life.
- The technical passport is issued by the manufacturer, in Russian, in accordance with current regulations.
- The technical passport must be issued separately for each manufacturer, machine and serial number.
Content of a technical passport
The technical passport is made according to a fixed template and contains a cover page and the following sections:
- Basic information about the product and its technical data
- Completion
- Lifetime and manufacturer’s warranty
- Maintenance
- Notes on packaging
- Instructions for acceptance
- Notes on loan of equipment during use
- Guide to repair
- Instructions for operation and storage (if necessary)
- Information about any disassembly
- Other information
- Pricing information
Manual
The manual must be in Russian and must be made from a statutory template. The manual must contain the following information:
- Information on design, operation and description of the machine / equipment / system characteristics
- Instructions for assembly, technical maintenance and repair
- Information on operating the machine, installation and safety precautions
- Information about risk of using the machine / equipment and consequences of unauthorized use.
- Precautions to prevent accidents
- Storage conditions
- Removal instructions.
- Safety instructions during transport
The manual must contain all information about the manufacturer, importer and their addresses. As mentioned earlier, it must be in Russian and can also be in the official language of another member State (Belarusian, Kazakh, Kyrgyz or Armenian).
According to the requirements of TR CU 010/2011, machinery / equipment must be marked with a clearly legible and non – washable plate that uniquely identifies the machine: manufacturer, address and trade name, serial number, model and machine type and date of manufacture.
Safety Manual
The safety manual must follow and be near the machine throughout its operating time. The safety manual is designed to improve employee safety, protect them from accidents and protect against environmental damage.
There are 2 types of safety manuals. One is based on EAC declarations with no laboratory test and factory audit requirements. The second one is based on EAC certificate where both laboratory tests and factory audits are required.
The contents of the safety manual
The safety manual is issued on the basis of technical documentation from the manufacturer. It consists of an introduction and 11 sections.
Section 1 Basic Parameters and Properties of the Machine
Section 2 General safety concept when designing the machine
Section 3 Machine reliability requirements
Section 4 Staff Requirements
Section 5 Risk Assessment
Section 6 Safety requirements during assembly and start-up of the machine
Section 7 Safety requirements for operating the machine
Section 8 Requirements for quality control after installation and assembly of the machine
Section 9 Requirements for environmental management during operation, operation of the machine and removal of the machine
Section 10 Requirements for information gathering and analysis of safety when using the machine, operating and removing the machine.
Section 11 Safety requirements when removing the machine
To prepare a statutory safety manual, the following is required:
- Technical passport made according to the applicable rules
- Manual made according to the applicable rules
- EAC certificates / EAC declarations on all components.
- Detailed drawings with calculations, as well as test results to verify that the machine meets the essential safety requirements
- Installation Plan
- Instructions on repairs, operation and maintenance
- General requirements for staff: their duties, rights and responsibilities
- Safety precautions in case of accident
- Quality management information
- Methods for the removal, storage and handling of any hazardous substances if they are part of the machine or equipment.
